The debate has been going on for ages. In all practical matter, the war power resides with the president, even thought the Constitution says otherwise.
The president is the commander in chief of the arm forces. If he wants a war, he can just send in the troops. Truman and Johnson did exactly that in Korea and Vietnam. Both were something called "undeclared wars". However Congress can stop a war if it wishes by cutting off fundings.
Above all, in this day of nuclear missiles, Congress simply has to time to react.
