They all face the same problem. On the one hand, nobody is comfortable with the idea that any single individual can bring the entire nation into war. On the other hand, the commander in chief must have the war power to react to emergencies. This problem is especially difficult when nuclear missiles (something you don't want any individual to have sole control over) can reach any where on the globe within 30mins (an existential crisis).

All governments face this dilemma.
