The word 素质 's bothered me for years. I really can't find a clear counterpart of this word in English. My understand of this word in Chinese, especially day by day language, is another expression of "BE LEIFENG"("be idiot"?). My point is the definition is so positive or so emotional that I couldn't find a counterpart in English language. in some occations, it can be used as adjective, say 素质 Education, this combination can be heard on CCTV news.

For example, Quality, this is a very neutral word.
A: say that man over there?
B: Yes, he looks like gay?
A: How can you tell?
B: Well, you know, he has a QUALITY.

To confine it, an adjective is required in most cases.

"character" has the same story. I've even tried EDUCATEION/EDUCATED, but it doesn't sound the same in Chinese. In English, a well educated person can still be a nerd or even a jerk ass, right?

2. Let's take a closer look of 素质 requirement in a democratic society, which most Chinese assume.

Even if EDUCATION does not cover the whole scope of 素质, it is a very important aspect in it. As Confucius always assumes that poeple can be educated(Yes, I know the meaning of educate may be different here, but a certain kind of education is included).

However, in the process of evolution in American democracy, the signs of education level is kind of deteriorating in the past 200 years. I can give the example of The Federalist Paper. Yes, I understand that archaic usage might be a factor; but my point is there're complex reasoning skills in it. It's not like today's slogan politics. I also know that the writers and "political players" were all from elite group then, but, besides racial issue, most whites who had rigtht to vote were illiterates at that time; to win an election or ratification, politicians still had to out reach those low class, right? Those papers are not breakfast nor bathroom readable; Don't tell me most Americans have better reading ablitly and skills than we do.
