Seems to me that source reportages on Mr. Chen's defecting case are all written in English. So it would be wiser to take the term "SPY" in its original definition.

As it's generally received, Spy = anyone who is hired by an instituition to obtain infos from its enemies (politically) or competitor's business(commercially).

Apart from that, "Spy" can also used to describe those special watcher who secretly watch other people for specific purpose.

Chen could have graduated from BJ Foreign Institute for Diplomats or similar Uni. with an English Major degree, and well trained to be familiar with Western Legal system, not to mention the accurate defintion of "Spy" which was his primary mission over there. In despair, he might have exaggerated the figure. However, the term "SPY" he used in his allegations will put him on a firm ground against any possible judicial investigation.

As a matter of fact, only whose would feel alarmed , those who have been more or less involved in various ways of providing political, industrial, military infos to special personnel on a mutually-beneficial basis, either in cash, in kind or in any other form.
