each year, and how is each case being handled ...
Just like you walk out of a store, and find there is a candy in your pocket which you didn't pay for. How do you handle the situation after it happens, and how many times did you do it before make a big difference. In some case, it is just forgot to pay and you go back and pay it, while in other cases, it is stealing.
Country-profiling is not right, but you still need to see the difference. No independant legal system, many things are hard to explain.
