First, Law and Religion are two differen things ...

Asking everybody being a good person, doesn't mean the law shouldn't be prepared to punish the bad ones.

Taking measures to prevent new crime to happen, doesn't mean you can never forgive old crime.

Megan's Law is about preventing new crime, not about hatred.

You mixed up too many things here.
