if the president didn't order to shot the plane down? During 911, it was very clear that the airplane will be crahsed into some building if nothing was done to prevent it. The people on the airplane are victim of the terrorists, not the government. It is different with intentionally violate a small group's right for a larger group's benifit!
The criminals violated other people's right, that's why a part of their "freedom" was taken away from them so they won't violate other people's right, but they still have their "rights".
Today in US, nobody will be sentenced to death for 贪污. The root reason is not about death penalty or not. It's abount if there is definite laws to follow, and following the laws in a more serious manner.
You mixed several concepts here.
