system will collapse eventually no matter how good the intention is. This is the so-called "theory", and in american and alike, maybe this is true, i mean maybe. But, in transitional (/dynamical) countries like china, gov. can do sth. and should do sth. One argument supports this could be that information used to screen people's ability may welll be unavailable or unreliable in a society where correponding institutional arrangement is not there. In this case, a solid degree may be a pretty good proxy. Am i telling another "theory"? you bet
