Even Mao has admitted the fact. He said in his internal speech:

"The methods that the Soviet Union used is to harsh to the peasants. (Sulian de banfa ba nongmin wa de hen ku)".

But he was even worse. That's the whole point of collectivization: to grant the state the means to rob the peasants.
