When Zhang Guotao was returning from Russia to China by way of Manchuria, he was recognized by the Japanese authority there. But they simply let him go, in a hope that he would make great troubles from the KMT government.
The same trick had been played by the Germans who allowed Lenin to pass through their front line to return to Russia so as to stir up revolution there. Those dirty bastards!
If you read a book on the CCP's role during the anti-Japanese war published recently by the Mirror Publishing House, you would realize the CCP was the real traitor who allied with the Japs to sabtage the KMT government.
The greatest mistake the KMT committed is that they slaughtered too few commies. What a shame!
