米国武装力量的构成就一个字：乱。大致发展历史如下：
国民警卫队实际上是准军事力量 militia，俗称游击队。但就是靠这种无处不在的武装打赢了独立战争，谁说游击战是老毛发明的。刚建国时没有属于联邦的武装力量，各州有权力保留军队，当时的主要目标还是要免为再次成为殖民地，所以用词是to the security of a free state，明确了各州军队在宪法中的地位。
但是脱离英国后，原来由英国海军保护的海运时常受到海盗的袭扰，最早建立的联邦武装是海军，后来在此基础上建了陆战队，都是为保证海路通畅。真正联邦陆军是内战中建立的，那时从军官到士兵都是以州为单位组成；空军作为独立军种是二战后建立的，开始只有战略能力，包括战略轰炸机和洲际导弹都属于空军管辖范围，韩站中开始有战术打击能力。现在的宪法中还是没有空军的地位，每年空军的军费是又国会给海军，然后由海军再给空军。
联邦军队的建立并没有废除各州有准军队的权利。我们看到的是National Guard，美国总统同时也是National Guard的总司令[1]，但是预算是个州的，也是联邦军队老旧武器的recycle bin，人员有点像联邦的后备役；特别是飞行员一类希缺资源都是从联邦军队退下来的，这帮人保持一定的战斗力，还不用联邦掏腰包，何乐而不为，这是冷战时期National Guard的主要任务。美国人打仗从来不在乎物资损失，怕的是人员伤亡，一方面是人命看得重，另一方面是武器太复杂，没有很好的训练根本成不了战斗力，怕一旦和俄国人打起来补充不了那麽多的人员损失。同时各军种也有自己的后备役体制。National Guard还有一个重要任务是处理州内的突发事件，主要是民众暴乱，Kent大学的惨案就是州长调动National Guard的结果，后来联邦还介入调查，好像是70年左右，记不清了。原来老海川专门有贴子，找找看。
9。11后National Guard又成为国土防卫的主要力量，机场执勤的基本就是这帮东西，还有天上的战斗执勤，最开始是空军，后来受不了那麽大的强度，只有要National Guard加入进来。后来执勤强度降低了，空军又要到那穷山上打仗了，空中执勤就基本明确由National Guard承担。这些当时的电视都有报道。
所以将第二修正案单纯理解为拥抢合法是歪曲，现在拥抢派就这麽干，这就是老米的断章取义，呵呵，当然最终解释权在高院。
你说的各州独立的立法好像是内战以后制定的，所以内战前南方宣布独立联邦并没有办法治罪，只有以叛国治罪：：
Article I
Section 10. No state shall enter into any treaty, alliance, or confederation; grant letters of marque and reprisal; coin money; emit bills of credit; make anything but gold and silver coin a tender in payment of debts; pass any bill of attainder, ex post facto law, or law impairing the obligation of contracts, or grant any title of nobility.
注意最重要的是：No state shall enter into any confederation
Article III
Section 3. Treason against the United States, shall consist only in levying war against them, or in adhering to their enemies, giving them aid and comfort. No person shall be convicted of treason unless on the testimony of two witnesses to the same overt act, or on confession in open court.
所以南方开第一枪北方是求之不得。
但是现在州好像也有脱离的程序，好像很严。宪法中没有脱离的条款，只有新州加入的条款：
Article IV
Section 3. New states may be admitted by the Congress into this union; but no new states shall be formed or erected within the jurisdiction of any other state; nor any state be formed by the junction of two or more states, or parts of states, without the consent of the legislatures of the states concerned as well as of the Congress.
阿拉斯加，夏威夷就是这样加入的。好像现在没有哪个州要求脱离的，这也是愚蠢的美国人，以为自己在天堂中，不知道是受苦的2/3。只碰国一老菲痛骂前人应该选择加入美国联邦，哈哈。
