What raised my eyebrows, and a lot of others'as well, is that the US money was spent to promote democracy via collaboration from government offices. Doesn't that sound like negotiating skin out of a dermaphobic tiger?

Where the hell did the annual $8000,000 go? Just look at the life style of the corrupt government officials. One's imagination doesn't have to go any further.
