US shells out 39 million for democracy in China
WASHINGTON (AFP) - The United States has shelled out more than 39 million dollars over five years in a bid to
promote democracy in communist-ruled China, according to a new report.
Money has flowed to grass roots democracy projects and financed some joint initiatives with arms of the Chinese
government and judicial authorities, said the report by the General Accounting Office (news - web sites) (GAO).
The report was compiled at the request of members of the House International Relations committee, said the GAO,
which admitted the issue of democracy aid to China was often contentious.
"The provision of foreign assistance funds to programs focusing on China continues to be controversial due to concern
about some Chinese government human rights practices and certain of its economic, political and security policies," said
Jess Ford, the GAO's director of International Affairs and Trade.
Congress authorised the provision of US funds for democracy programs in China in 1999.
Between 1999 and 2003, Washington provided more than 39 million dollars to such programs, according to the figures
collated by the GAO, the audit branch of Congress.
Average spending has been steadily rising year by year, from about 2.3 million dollars in 1999 to about 14.4 million in
2002 and 2003, the report said.
The State Department provided nearly half of the cash, in line with its goal of promoting democracy and improving
governance in China, the report said.
The National Endowment for Democracy and the Department of Labor also stumped up cash.
The State Department's contribution included funding for projects aimed at improving court proceedings, and better
legal services, the report said.
One project promoted law reform through the National People's Congress while another set up a partnership between
a US university and a legal consulting firm in China aimed at providing legal aid in rural communities.
The Department of Labor's cash was designed to improve labor laws and worker safety regulations.
While the report totalled US democracy aid to China, from various government agencies, it did not assess how
successful such grants had been in improving conditions in the country.
