民主的思考方式和独裁的思考方式
【博讯3月03日消息】 石磊先生:
非常感谢你让我加入你们的队伍。作为我在我们党网站上发表的第一篇文章,我最关心的是在我心中蕴藏多年的观点。
我们的目标是完成这个工作,即改变中国政治体制,使中国从长期独裁专制走向民主制度。民主的理念在50年前即被介绍给中国人民。并且没有人对一个民主政府是人类所创造最好的政府的观点有争议。但不论是否同意我的看法,我不认为这样一个理念已被大多数中国人所广泛接受。我确实怀疑中国共产党会象我们所期望的那样,放弃它的权力给反对党。对此乐观还为时过早。王有才被软禁在家。谢万军被拘留,并且他的妻子被开除教师的职位。我看不到任何迹象,显示中共政府将会容忍中国民主党,即使我们坚持在所谓的“软着陆” 的寻求注册阶段。这是做不到的。
我的观点不仅仅是基于对共产党的理解。我确实相信中国人的文化,中国大众思考问题的方式,助长着独裁的统治在中国长期存在。要实现从独裁到民主的政治变革,我们在瞄准最终目标中国共产党之前,必须先搬开文化上的阻碍。最重要和最基本的文化阻碍是中国人思考问题的方式。
什么是中国人思考问题的方式?我认识到它是在我来美国的第一年。你在美国已经10多年了。我在这待两年半。你可能同意我的看法,并且对我将要说的看法有更丰富的体验。
当一个中国人对另一个中国人谈论观点时,他通常希望另一个人同意他的观点。他不指望听到另一个人的观点。他不想听到不同的观点或不同意见的成份。因为这个原因,另一个中国人通常不直接表达他的不同观点。你如果仔细观察你与另一个人的谈话,当你问很多关于观点的问题,你会发现,那个人通常不会直接回答。那人通常首先进行解释,却一直不说出他确实的观点。他试图先谈谈一些别的接近的事情,他希望从一些只是占边的谈话中发现你所希望从他那里得到的答案。他试图确保稳健并让你高兴,因为他预先假定了你只不过是希望他的赞成。

现在我们回到我们想要改变中国政府制度的目标上。我们是否应该首先是改变中国人的思考方式呢?我的观点是:如果关注并集中在改变中国人思考的方式上,我们可以改变支持这个独裁政府的基本的社会结构,我们将动摇支持中共独裁政权的基础文化。我不认为改变中国人思考的方式,要首先寻求改变政治制度。但政治制度如果首先改变了,我们仍需要改变中国人思考的方式,为的是有一个确实的民主社会来支撑一个民主的政府。如果我们忽略它,一场革命可以成功,但独裁仍将被照搬。
现在回头看中国民主党。我不期望它将赢过中国共产党。在这个阶段,民主的理念要介绍给中国人民。但在中国非常基础的文化结构还没有被触及。如果想在中国赢得一个民主政治制度,我们必须从现在就开始触及这个问题。(雷洪伦 1999年10月7日)

On Democratic way of Thinking and Dictatorship way of Thinking

Thank you very much in letting me to join your team. As my first article to our party’s Internet publishing, I am going to contribute the opinions that have been in my mind for years.
Our goal is to accomplish the task to change China’s political system from long time dictatorship to a democratic system. Democracy ideal has been introduced to Chinese people 50 years ago. And nobody should argue that a democratic government is the best government form human beings have ever created. But, agree with me or not, I don’t think such an ideal has been widely accepted by the majority of Chinese People. And I really doubt that the China Communist Party will ever give up its power to the opposition parties as some of us so expected. It is still too early to be optimistic. Wang Youcai is under house arrest. Xie Wanjun has been detained and his wife was kicked out from her teaching position. I do not see any sign that the China Communist government will tolerate the China Democracy Party, even we stick on the so-called “soft landing” registration level. It won’t work.
My opinion is not solely based on the understanding of the China Communist Party. I truly believe that the Chinese culture, the Chinese popular way of thinking, contributed to the long lasting dictatorship government systems in China. To realize political reform from dictatorship to democracy, we must move the culture blocks before we can aim at the final target – the Communist Party. The most important and the most basic culture block is the Chinese way of thinking.
What Chinese way of thinking? I realized it in the first year when I cam to the United States. You have been in the United States for more than 10 years. I have been here for 2 and half years. You may agree with me and have more experience to enrich what I am going to say.
When a Chinese talks to another Chinese person about his opinion, he usually expects the other person to agree with him. He does not expect to hear the other person’s opinion. He does not want to hear different opinion or disagreement in particular. Because of this reason, the other Chinese person usually will not directly express his different opinion if he disagrees. If you carefully observe a conversation with another Chinese when you ask a lot of questions about opinions, you may find that the other party does not usually answer the questions directly. The other party will usually explain first and never reaches the stage of giving you his true opinion. He tries to talk about something else, sometimes closely related, first. He tries to figure out what the answer you expect from him. He tries to be safe and to please you because he assumes that you only expect the answer you have predetermined in your mind.
When an American talks to another person about his opinion, he usually just wants to exercise his freedom of expressions. He usually does not expect the other person to agree with him. He truly and willingly wants to hear other's opinion. He does not care what the other person’s opinion maybe. He just wants to know the other person’s opinion. It does not matter to him if he is disagreed. Because of this reason, the other person usually can just give out his true opinion freely, without any worry. If you carefully observe a conversation with another American when you ask a lot of questions about opinions, you may find that the usually answers the questions directly to the point. You never hear an American explain a lot first before reaches his opinion to the point.
Are those a difference of Culture? Yes. To the point, a Chinese assumes another Chinese has “dictatorship way of thinking” in discussing opinions, because he himself has such a way of thinking. An American assumes everybody else has “democratic way of thinking” in discussing opinions, because he himself has such a way of thinking. This is the true difference.
Now back to the goal we want to reach in changing the China government system. Should we try to change the Chinese way of thinking first? My point is: If we are able to concentrate and focus on changing the Chinese way of thinking, we may change the very fundamental structure of the society that supports the dictatorship government. If we are able to plant the seeds of “democratic way of thinking” into the Chinese culture, we are shaking down the basic cultural support of the Chinese Communist dictatorship governing. I don’t mean that changing the Chinese way of thinking must be done first before seeking the change of the political system. But if the political system changes first, we should still change the Chinese way of thinking in order to have a true democratic society to support a democratic government. If we ignore that, a revolution may success, but dictatorship will be carried on.
Now back to the China Democracy Party. I don’t expect it will win over the Chinese Communist Party. At this stage, democracy ideal has been introduced to the Chinese people. But the very fundamental cultural structure in China has not been touched. We must do it now if we want to win a democracy political system in China.
