The point is whether IOC or ISU has interfared and changed any scores from any judges. The winning/losing of this game, to my understanding, is the a result of collective effort from multiple judges.
If IOC/ISU decided to suspend the French judge based on her conduct in this instance, it should be within their power to remove the score that judge gave to the competition and made decicion on how the outcome it would be. One thing for sure is that IOC/ISU has NOT ALTERED any individual judge's decision and the sentence that "越权"更改比赛结果 by 和合 does not apply here.
Whether they should use another judge's score to the panel's decision is another topic.
