Not everybody can be Beethoven or Picasso or Einstein. Different people have different talent and knowledge, and that's part of the reason why we have so many different professions in mordern world. The key idea in 张三一言's artical is, we need to have the right person to do the right thing. We may not always be able to achieve that, but we should at least try our best.
"医生们尚且承认有许多疾病没有好的治疗方法，或者暂时还是不治之症。而在政治学上同样有一些“疾病”也是需要通过深入的学术研究，反复地调查和试验才能够找到比较好的解决办法" -- Agree, but the people who have the better knowledge and experience in that area will be able to more effectively conduct that research. Also, you have to admit that there is existing knowledge and experience in those areas. It's wasting of time and will cause serious and unnecessary problems to start from 0 all over again.
“怎样搞好这个县，我其实并没有什么好的办法，有许多困难我也不知道怎么解决，我需要经过调查研究，试行一些办法，也许会在某些方面有所改善，但我也不能够肯定事情一定会好转，我只是尽我的努力”, If you don't show people your ability of managing the county, how do you make people believe that you will bring them the best (or even the good) result, instead of ruining the county? You are exactly right that people won't choose you because you don't even know what are you gonna to do yourself. Just like you won't just grab anybody on the street and ask them to do some research, and then perform a surgery for your family.
Those people who have "左一个方案右一个方案" at least show other people that they did some research. They also have to explain to other people why their plan would work, and why they have the ability to carry out the plan. "竞选演说" is not simply promise, otherwise, anybody can become the president by just promising to make everybody a millionaire.
"竞选演说不是个什么好的东西", then how do you let people know who is good? Normal people don't live with these politicians daily. Do you mean that we should wait for the great leader to pick the next great leader for us, just like Mao picked Hua Guofeng?
"在解放战争时期，中国共产党可谓人才济济，但其中的各种著名将领并非通过什么竞选演说上的台，都是在长期的革命战争中通过实践积累了大量的经验从而得到了提拔". The Generals in US or any other country didn't became generals by giving speech either -- no general was elected by the soldiers. There is no democracy in any country's millitary!! Also, most of those generals have been proven to be not good at civil issues.
"先假设医学界也搞表演医学会怎样" is even more ridiculous. Different professions have different ways evaluating the people working in that profession. Not everything is political ...
I like your recent two articles much better than you earlier ones though ...
