The key points are:

1. How to collect the feedback information.

2. How to make sure the next move will improve the current status.

And the most easiest way to do maybe focus on financial budget.

Government system, Tax system, Law system, Health care system, there are still too many stuff which Humanbeing still don't know which is the best way.
