All this stuff is taught in high school civic classes. I guess many don't pay attention. People don't just grow into citizenship. They need to understand their rights and responsibilities and the basics of how their government functions. That is why there is a test on civics when one naturalizes. It has been watered down a lot lately as everything else. Perhaps it is a sign of decline.
