I'm at work and can't type chinese either. Definitely, 老愣got a little error about the word RETIFY

there is chinese meaning at the bottom. It mean 批准.
In this case, I'd agree with Mr tang's comments above.
An example of the word:
If you read the constitution careful enough, you may find that there are different dates of retification of states. that means that state congress approved and accepted the constituion at that day.
A reason, my opinon, why congress seldom rejected appointment, is that there is alot communication between white house and congress before formal appointtee arriving congress, in these days, public opinions are taken into account too.
Let's see the process of Nomination of Associate Chief Justic Alito. first, Bush nominated a lady (Meijers or whoever), she became a joke around the nation, then, Bush landed on Alito, who passed congress painlessly. Ya, R congress may help a little, but some timing and deviation tricks were there.
