I am on a computer that does not support Chinese.

As for the issue at hand, I simply don't understand what you meant by

"我理解ratifies就是我说的国会备案认可，而不是投票表决。"

Congress is a legislative body. Voting and conducting hearing are all that it can do. How does the Senate "认可" without "投票表决"?
