俺那话不是清楚地说了吗：是北爱尔兰合法公民都可以参加。没有法律规定参加过（！！！）北爱尔兰共和军的人就没有选举权。“１７年”的说法他们（那些当地人）都说没有听说过。
如下是一个地方政府选民登记表。请看Qualification for Registration里的条件都是什么。
Application to be registered as an elector
To use this form: fill it in onscreen, print it out, then sign and post it to the address at theend of the form.
Ifyou would like advice or assistance in filling out this form,
please contact the electoral office on 020 8921 5183.
Qualification for Registration
The Register of Electors has effect from 1st December in one year to 30th November in the next. In order to be included in the register a person must:
(a) be resident at a qualifying address in the area;
(b) be a British or other Commonwealth citizen, or a citizen of the Republic of Ireland or of another Member state of the European Union;
(c) not be subject to any legal incapacity to vote (age apart);
(d)
be aged 18 years of over by 30th November in the year the register ceases to have effect;
(e)
or not have made a Service Declaration, Declaration of Local Connection or Overseas Declaration.
