用rule of law搜索，可得253,000,000条答复，有趣的是，如果输入rule by law，给出的仍然是rule of law的结果，根本就找不到rule by law的说法。
你到底真在西方住过多年么？怎么连法治都有本事弄成法制不说，还连英文都要遭殃，冒出个rule by law的home-made 法律术语来？
