The point is that there was nothing special about the Virginia state government. In fact, all thirteen colonies had more or less similar systems at the time. In fact, they are still pretty indistinguishable today. Correct me if I am wrong, but I think the so called “Virginian plan” meant it was proposed by the state of Virginia, not that it was a copy of the Virginia state government. It clearly wasn’t just by looking at the content.
The hard part was to define the relation between the new federal government and the then existing state governments, concerning who had the power to do what. For this task, the existing state constitutions were obviously not much of use. In the end, the federal system those people invented wasn’t very successful and it took a war 80 years later to resolve in favor of the federal government.
Jefferson wanted a weak federal government and strong state governments. I think he believed that by imposing the existing systems on the entire nation would result in tyranny that they just fought a war to overthrown. For this reason, Jefferson deliberately boycotted the Convention and thought the end product would neither work nor good for the new nation.
