The resource argument also doesn’t wash. Germany had problem with oil too, but they built synthetic fuel plants to produce airplane fuel from coal. China didn’t have much oil, but had plenty of coal and other resources for Japan’s war effort.

Had the Japanese put all its resources in its Chinese campaign, it could probably conquer China in less than a year. It was discovered after the war that the Japanese never had a comprehensive plan for the war in China.
