In China, cypercops are more concerned about political "speech". Censorship of freedom of speech.
Lu Xun would not be able to publish his political esaays if he was still alive. You could ask Google and Yahoo what keywords are banned in China.
In America, cyber cops are related to child porns, consumer frauds etc.
And many softwares are available to filter "adult" related material.
Sure, there are national security issues in both country, like bin-Laden for America, and FLG Taiwan-independent in China
