But it is a matter of degree. With nations like China where most people still have the medieval mentality, corruption is phenomenal. Corruption exists because people tolerate and even expect it. It is in the culture and doesn’t have much to do with the government. Taiwan is a democracy, but corruption is still rampant there. Rampant corruption has existed in China since time immemorial. It is one of the main causes of the fall of Qing and the Republic of China. In the 40’s, naïve people thought the commies were incorruptible. How wrong they were.
