Corruption is in the culture and independent of the forms of the government. It happened during the Qing dynasty, The Republic of China and now the People’s Republic of China. In fact, it is not even unique to China. Look at the Philippines. It had a democracy, then an authoritarian government, then back to democracy. Only massive corruption survived and thrived.
