I don’t think the engineers and the scientists need a lecture in elementary statistics and probability theory. There are risks and costs to build damns. However, there are also the costs of not building. If they hadn’t built the three gorge damn, how much coal do they have to burn each year to generate the equivalent amount of electricity? What is cost in terms of human lives and what is the damage to the environment by digging up and burning so much coal?
Then there is flood control. For thousands of years, the Yellow River had no modern damn by definition. And what an environmental disaster it was during all those years. There is the quintessential example of the horrendous cost of doing nothing or rather not having the technology to do anything.
