yes, you define 义务教育 as compulsory is fine. it is clear that 义务教育 is free education.
my point is that my parents paid very little money when i was in school back in 80s. Your parents paid some money for your education. I am just wondering if the money covered all education expenses? I seriously doubt this.
For example, when I was in college, there were some students called self-paid students(ZiFei), they paid 2-4 thousands a year for tuition, but the rest didn't pay anything.
I don't mean those who had low price(or even free) education in china took advantage of chinese people. I do believe it is the government responsibility to provide such service for the people, when people just got paid so-called socialism wage
