关键是对denounce和denunciation 的翻译
先写结论：denounce 和 denunciation 应该翻译成“退出”。（根据见文后举例）。无论根据英文版日苏中立条约还是照会，双方均有权利决定是否在第四年时退出该条约。

芦笛翻译：

我的翻译:
“如缔约任何一方在期满前一年时未退出该条约，则条约应视为自动延期五年。”

(Soviet Denunciation of the Pact with Japan

'On the strength of the above and in accordance with Article Three of the above mentioned pact, which envisaged the right of denunciation one year before the lapse of the five year period of operation of the pact, the Soviet Government hereby makes know to the Government of Japan its wish to denounce the pact of April 13, 1941.'

芦笛翻译:那denunciation就是“废除”的意思。这其实就是赋予缔约任何一方在期满前一年废约的权利。苏联政府使用这一权利，在１９４５年４月５日照会日本政府，宣布废除了该条约。任何白痴都该明白，在这以后，那条约已经不再存在了，哪来什么“背信弃义”的问题？

我的翻译:denunciation 和 denounce 都可以翻译成 "退出"
这段话的大意是;根据条约第三条赋予的期满前一年退出条约的权利，宣布在April 13, 1941退出该条约。

I declare that I solemnly /denounce/ the communist party and its affiliated organizations and its founders.
我宣布决心退出共产党和其一切组织.

The /denunciation/ shall not take effect until one year after it has been received by the Secretary-General of the League of Nations. A /denunciation/ of the Convention on the Regime of Navigable Waterways of International Concern shall be considered as including a /denunciation/ of the present Protocol.

欲退出本议定书的国家，可在国际联盟秘书长收到该国的批准书期满两年后，随时退出。退出本议定书应自国际联盟秘书长收到退出通知起一年后生效。退出《国际可航水道制度公约》应被视为包括退出本议定书。
