The whole thing is just a show. It has nothing to do with ordinary people's daily life. China is a country with only a little bit over $1000 per capita income. This project probably will cost them $20 per person. This show is way too expensive. There are so many better ways to spend the money on, such as education, medication, social security, environmental improvement, cultural development, rural development, even drinking water, emergency health care,..., you name it. Chinese government has claimed short on money for these kinds of things for long time. But they have money for this kind of facial project that dose nothing good on near terms to these poor countrymen who are longing for food and clean water to feed themselves and their children.
Since it is only a show, why do not they show it big? They would fully use the value of the thing to make themselves look good and that is the whole point. This is a so called the Facial Project. The central government has called for being realistic on the economic development, especially on the local government’s spending. But itself shoot a bigger one to the sky and makes bigger noise in the whole country. I have no clue what kind of wisdom this is all about. So the only thing I figured is that only central government has rights to do things they like. What they said and what they did has no correlation at all.
