更换政府的方式，独立宣言提到两点：
1，That whenever any form of government becomes destructive of these ends, it is the right of the people to alter or to abolish it, and to institute new government,
这里，ALTER是修正改正改变的意思，ABOLISH是废除的意思。
2，But when a long train of abuses and usurpations, pursuing invariably the same object evinces a design to reduce them under absolute despotism, it is their right, it is their duty, to throw off such government,
这里，THROW OFF是扔开，扔掉，甩掉的意思。
和OVERTHROW推翻，打倒，废除相比，后者要更STRONG一些。
现在看来，美国每四年选一次，主要是取其改正修正和改变的意思。
