This is yet another key point. When large-scale privatization is involved, we need a democratic system to ensure that the people's money does not go to the pockets of party secretaries, unlike Taiwan and Korea which do not privatize to begin with.
In the former Soviet Union and East Europe, only democratized countries experienced fair privatization, smooth economic transition and thus healthy growth. Those autocracies, like Ukraine and Azerbejan, still lag way behind China.
