Iraqi Envoy Holes Up In Beijing Embassy
Hussein Loyalist, Wife Wield Guns

BEIJING, July 21 -- Mowaffaq Mahmoud Alani arrived in Beijing only six months ago, but the Iraqi ambassador to China appears to have already fully grasped one tenet of what the Chinese call Mao Zedong Thought: "Political power," the late Communist leader once said, "grows out of the barrel of a gun."
After receiving orders from the U.S.-led occupation authority in Baghdad to return home on June 6, Alani and his wife instead armed themselves with pistols, locked everyone out of the main embassy building and threatened to shoot anyone who tried to enter, Iraqi diplomats said.
The 54-year-old ambassador told the al-Jazeera satellite television network last week that he refused to step down because he did not recognize the U.S. authorities in Baghdad and would not take orders from an occupying power.
"He's very fond of gangster films, and his favorite is 'Bonnie and Clyde,' " said Talal Khudairi, the second-ranking Iraqi diplomat in China, trying to explain the unusual standoff at the embassy in downtown Beijing that has now entered its seventh week. "He sees himself as Clyde and his wife as Bonnie. . . . He's a dreamer."
Khudairi, who has been asked to take over as Iraq's representative in China, said he has appealed to the Chinese government to intervene and persuade Alani to leave.
"If he wants to be against the new Iraqi government, that's his business," Khudairi said. "But he has committed an act of a criminal nature by taking the embassy by force and threatening the staff with firearms. He has prevented the embassy from functioning."
The Chinese Foreign Ministry said it wants the Iraqis to resolve "the embassy's internal matter" themselves.
Iraqi diplomats said Alani and his wife have barred them from the embassy's main building, which includes the ambassador's three-story residence. The couple has also demanded that diplomats who live with their families in another building in the embassy compound move out.
"I feel I'm in danger, and my children are in danger," said one of the diplomats, who asked not to be identified. "His wife has called us many times, cursing and threatening to kill us. He called our children and said, 'Tell your parents we're going to shoot you.' "
Khudairi said he sent a request to Baghdad for funds to rent temporary apartments for embassy personnel, but has received no response. In the meantime, the diplomats continue to report to work in another building within the compound.
"It's a very unstable situation," Khudairi said. "We see him every day. He stands at the door, sometimes in a T-shirt and shorts, and he just points his gun at us. His wife also points a gun at us. She's a very good shot. We try to stay out of range."
Efforts to reach Alani by telephone were unsuccessful, and Chinese police stationed outside the embassy said they had been ordered to prevent visitors from entering. Khudairi said he cut the telephone lines in the embassy because Alani was running up the bill with long-distance calls.
The ambassador can often be seen from a nearby apartment building playing basketball on the embassy grounds with his two small children. He also occasionally sneaks out of the compound in his white Mercedes to buy groceries, Iraqi diplomats said.
They described Alani as a loyalist of deposed Iraqi president Saddam Hussein who sometimes can be heard playing tapes of Hussein's speeches inside the building. In 1991, during the Persian Gulf War, the Philippine government expelled Alani from his post at the Iraqi Embassy in Manila after intelligence officials linked him to an attempt to bomb a U.S. cultural center there.
"He's not qualified to be an ambassador. His loyalty to the ex-regime was his only qualification," said Khudairi, who has served 35 years as an Iraqi diplomat, including four years at the embassy in Washington. "Just look what he's doing. It's not very diplomatic."
