言论、信仰、结社等等都是至关个人幸福的基本自由。
它们也正是现代民主制度----所谓自由民主 liberal
democracy 或宪政民主 constitutional democracy
----的必不可少的基本特征。
可见《大不列颠百科全书》对宪政民主的定义 --
a form of government, usually a representative democracy,
in which the powers of the majority are exercised within
a framework of constitutional restraints designed to
guarantee all citizens the enjoyment of certain individual
or collective rights, such as freedom of speech and
religion, known as liberal, or constitutional, democracy.
