"What means this strike?" is a complete sentence.
"Means" could nearly mean "causes", and
it could also mean "symbolizes", as in
"The extremely low pay means this strike."
or "A torch means this strike."
As to Gumi's sentence: "What means 'making money'?",
I would say, an understandable way would be
"What does 'making money' mean?", if his question is
regarding the meaning of making money.
By the way, don't call me authority!
Like I said before, your English is brilliant.
But, don't even try to be perfect,
for that would restrain your thinking
and curb your uniqueness.
