we belive 吕秀莲 was shot. and the 子弹 hit in all 长裤，右护膝 and the knee. actruely was hit quite heavily. but why 吕秀莲 needes 15 minutes than has reaction?

is because not so heavy? if not so heavy, how can the 子弹 break 长裤，右护膝? suppose you throw a stone to someone lightly, all his clothes will break? I don't think so.

if hit heavily why need 15 minutes to have reaction? is because the shooter needes 15 minutes to run away?
