A cocktail of conspiracies delivered daily

IF Hu Xijin is not the most influential editor in China, then he is certainly the most maligned.

Hu is editor-in-chief of a fiercely nationalistic state-owned tabloid called the Global Times, which sells 1.5 million copies a day.

In August last year the Australian government realised it had a big diplomatic problem when Hu blasted Australia on his front page three times in one week. ''Australia erects a stage for Xinjiang separatist,'' roared one banner headline, after Rebiya Kadeer's visit to Australia.

He says the Global Times ''represents the true heart of the ordinary Chinese people'', to which I ventured that Chinese people did not seem remotely as aggressively paranoid as his newspaper. He told me I was ''naive'', I lacked ''education and experience'' and I was ''not qualified as a journalist''.

One of the minor delights of living in this country is rummaging through the surprisingly colourful and diverse news stands that seem to be on every second street corner. Between the swelling ranks of glossy magazines you can find courageous newspapers and current affairs journals that frequently test the limits of censorship, even though they are almost all owned by the Communist Party.

And one of the uplifting aspects of working as a reporter here is meeting some of the world-class Chinese journalists and editors behind these publications. Last week I bumped into a reporter from Southern Metropolis Daily who had just spent eight months investigating a large private company that kidnapped people who were making claims for justice (''petitioners'') and stored them in ''black jails'' on behalf of local government officials. The reporter was interrogated by police and he nearly lost his job but the company he wrote about was shut down the day after his story went to print.

For every Southern Metropolis Daily there are a dozen state-owned newspapers filled with the deadening palaver of propaganda and cash-envelope journalism. Nevertheless, the larger propaganda outlets can be interesting in their own ways.

The most-read newspaper in China is the Reference News, which is essentially a heavily edited translation of foreign media reports. It has set up a sister paper, International Herald Leader, as insurance in case it gets shut down for copyright infringement. The second-biggest paper by circulation is the People's Daily, which most cadres have on their desks but cannot bring themselves to read except when they are looking for clues about the career fortunes of their colleagues.

Susan Shirk, who was responsible for China in the US State Department during the Clinton administration, says the Global Times's relentless conspiratorial hostility towards the United States has proved to be a leading indicator of Chinese foreign policy. ''Readers know the Global Times is close to the centre of Communist Party power and reflects the undertones of party policies,'' says Shirk, who edited a new book called Changing Media, Changing China. ''Now these suspicions are being played out openly in Beijing's foreign policies.''

The cocktail of aggression and conspiracy is a profitable one. Hu says he paid tens of millions of yuan in dividends and a further Yuan53 million in taxes last year.

In our interview he didn't seem to care whether his missiles were aimed at me personally or my profession, my country or the wider Western world. Ditto for Japan, given its entire stock of highways was no greater than China could build in a single year. And the New York Times was ''full of lies''.

On the subject of lies, I mentioned that his paper had egregiously misrepresented some of my own stories written in the Herald. He reassured me of his great personal commitment to truth and to pushing the boundaries of free speech. Earlier he had told me that Liu Xiaobo, the Nobel peace prize winner, deserved to be in prison for being ''a liar'' who advocated ''Australian-style'' democracy.

Now, after a fortnight of WikiLeaks, which reveal that the former prime minister Kevin Rudd was privately talking of containing China while saying the opposite in public, Australian diplomats are glancing nervously at the Global Times for advance warning on how the leadership might react. But Hu's response to the Rudd revelations seemed more in pity than anger.
