Fire on BP drill ship halts oil spill collection; government releases new estimates of leaking oil

Tuesday, BP temporarily stopped siphoning oil from the leaking oil well after a fire started on a drill ship; BP said the fire was caused by lightning. No injuries were reported, but for safety concerns they stopped siphoning oil until Tuesday afternoon.
Tuesday, a new report from the government put the oil leaking from the well at an estimated 35-60,000 barrels of oil (1.5-2.5 million gallons) are leaking into the Gulf of Mexico each day. Last week's estimate was 20-40,000 barrels per day.
President Obama is on his second day of touring along the Gulf coastline. Tuesday morning, he spoke at the Pensacola Naval Air Station to a group of soldiers, Marines and sailors and thanked them for their efforts.
"This is an unprecedented environmental disaster," Obama said to the crowd. "This is an assault in our nation's shore, and we're going to fight back with everything we've got."
President Obama will address the nation Tuesday night about the oil spill, to discuss containment and cleanup plans, as well as the USA’s dependency on foreign oil.
Wednesday, a BP shareholder class action lawsuit was filed in the Eastern District of Louisiana and the organizers of the suit hope to bring angry people all over the world together. The case alleges that BP was not conducting a safe operation in oil drilling, but misled the public by acting as though they were. For more information on that story, click here.
Actor Kevin Costner has invested about $26 million into his Ocean Therapy Solutions machine, and six of the machines were sent to the Gulf for testing. BP has ordered 32 more machines that recycle water to separate the oil. For more information on this story, click here.

Lower Marine Riser Package (LMRP) Cap - Information
Lower Marine Riser Package (LMRP) Cap
• Installing a Lower Marine Riser Package (LMRP) Cap is a containment option for collecting the flow of oil from the MC252 well. The LMRP is the top half of the blow out preventer (BOP) stack.
• The installation procedure first involves removing the damaged riser from the top of the BOP.
• A remote operated hydraulic shear will be used to make two initial cuts and then that section will be removed by crane. A diamond wire saw will then be placed to cut the pipe close to the LMRP and the final damaged piece of riser will be removed.
• The LMRP Cap is designed to seal on top of the riser stub. The seal will decrease the potential of inflow of seawater as well as improve the efficiency of oil recovery. Lines carrying methanol also are connected to the device to help stop hydrate formation.
• The device will be connected to a riser extending from the Discoverer Enterprise drillship.
• The LMRP Cap is on site, and it is anticipated that this option would be available for deployment by the end of May.

“美墨西哥湾原油泄漏”追踪
当地时间14日晚，美国政府批准英国石油公司采用一种新技术，开始将收集起来的漏油集体烧掉。新计划是为响应美国政府要求加快集油速度的要求而作出的。
美国官员说，英国石油公司14日向美国政府提交控漏改进方案，以求在6月底前将日最大集油能力提高至超过5万桶。美国总统奥巴马同一天第四次前往漏油灾区视察，称政府正与英国石油就“第三方赔偿账户”细节展开磋商。
7月中旬日集油8万桶
英国石油公司14日公布最新计划说，该公司计划本月底将原油日收集量提高至约5万桶，7月中旬提高至约8万桶。
新计划是为响应美国政府的要求而作出的。美国负责漏油事件现场协调的海岸警卫队少将詹姆斯•沃森12日曾表示，由于最新调查结果显示墨西哥湾原油泄漏量大大高于先前预计，英国石油公司必须在48小时内拿出可立刻投入实施的新计划，用更多资源阻止原油继续泄漏。英国石油公司表示，自本月3日以来，该公司共收集到约134500桶原油。
赔偿款或达数十亿美元
美国总统奥巴马14日第四次前往墨西哥湾受灾地区，为受漏油事件影响的民众打气。
奥巴马当天在亚拉巴马州西奥多发表讲话时说，为应对漏油事件，“政府已经动员所有资源”，一些民众可能对漏油事件失望，一些民众可能感到愤怒，但“我向你们保证，一切都将回归正常……我相信，墨西哥湾地区将变得更美好”。
奥巴马还表示，他希望本周三与英国石油公司董事会主席卡尔-亨里克•斯万贝里会谈时，双方能就英国石油公司成立专门用于赔付受灾者的第三方存管账户达成协议。据悉，这一账户总额可能达数十亿美元。
漏油事件堪比“9•11”
奥巴马在前往灾区的前一晚接受媒体采访时说，这次漏油事件带来的灾难性后果堪比2001年“9•11”恐怖袭击。
“正如"9•11"恐怖袭击后我们深刻审视自身弱点和外交政策一样。”奥巴马说，“我认为，这场灾难将在今后多年内重塑我们对环境和能源的认知。”
“我现在面临的最大挑战是保证我们从这场灾难中得到教训。”奥巴马说，“现在是我们实现转型、以新方式发展能源产业的时候了。”（蒋骢骁）
