CHINA: Serious concerns about the continued detention of internet writer Liu Di (f).

  The Writers in Prison Committee of International PEN is seriously concerned about the continued detention of internet writer and student Liu Di, who has been held incommunicado for almost a year without charge or trial. International PEN fears that she may held in violation of Article 19 of the United Nations Universal Declaration of Human Rights, and if this is the case, calls for her immediate and unconditional release.



  According to our information, Liu Di, a psychology student at Beijing University, was arrested on 7 November 2002 for posting online essays critical of the Chinese government, although to date no details of any charges against her have been made known. She was arrested ahead of the 16th Chinese Communist Party (CCP) Congress which took place in Beijing between 8-14 November 2002. Police also reportedly searched her home and confiscated notebooks, floppy disks and a computer. Officials informed her family that she was being investigated for ‘participating in an illegal organisation’, but no further explanation as to the reason for her arrest has been offered. Since her arrest nearly a year ago Liu has been held incommunicado, and until recently her family were not informed of her whereabouts. She is still denied family visits, although her family is now allowed to send in books and clothes. Liu will be twenty-four years old on 7 October 2003. She uses the pseudonym ‘Stainless Steel Mouse’ (bu xiu gang laoshu) for her writing.



  International PEN Writers in Prison Committee is seriously concerned that internet writer and student Liu Di has been held since 7 November 2002 apparently without charge or trial, and therefore in violation of both the Chinese constitution and internationally recognised standards of human rights. PEN is concerned that she may be held solely for the peaceful exercise of her right to free expression as guaranteed by Article 19 of the United Nations Universal Declaration of Human Rights, and demands that she is immediately and unconditionally released unless charged with a recognisable criminal offence. We seek assurances that she is well-treated in detention, and urge the Chinese authorities to grant her full access to family visits, any necessary health care and legal representation as a matter of urgency.









Please send appeals:



  - expressing serious concern about the prolonged detention without charge of internet writer Liu Di, and calling for her immediate and unconditional release if held in violation of Article 19 of the United Nations Universal Declaration of Human Rights;



  - demanding that she be granted access to family visits, legal representation and any necessary medical treatment as a matter of urgency.
