晓刚，那个数字是我去年从一本书上看来的，我忘了原始出处，好像就是作者搞的调查也未可知。这里给个亚麻汛书店的连接，14美元一本，不太贵：)
其实一般图书馆里面可能也会有。美国的书，一般都是精装本比较畅销之后才给出平装本，和国内相反。这本书既然畅销，内容又属于比较严肃的那种，想来许多图书馆都会收录吧。
成熟民主国家的投票率低下几乎是个定律。民主越成熟，政治越清明，投票率也就逐年下降，向适龄选民的50%这个数字收敛。近几次韩国大选的投票率就在起伏不定中逐步接近50%。
如果澳洲的那种不投票就交罚金的做法弄到美国来，共和党的总统大选几乎就会没有胜机，因为共和党取胜基本上就是靠自己一方的高投票率，以及赤贫群体对政治的茫然无知。另外，自由知识分子当中很有一部分愤世嫉俗者对两党都不满，但是如果被迫两害相权取其轻，那么他们多半会投民主党甚至绿党的票。美国共和党深谙民主党选民比共和党选民更厌倦政治的心理，每次选举总喜欢多用人身攻击式的政治广告，把选战化为finger pointing，把本来就投票欲望不高的民主党潜在选民恶心跑。
君若不信，可以留心一下各次各层次的选举，哪个党使用的攻击性广告更多些。
当然，在美国实施澳洲投票制度的结果就是选战会君子化一些，因为没有人会被恶心跑，专注于抓敌手历史污点而不是政治观点的党很容易引火烧身。另一可预见的结果，则是两党都向左移动，走向澳洲式的福利国家。
这个制度有一个好处，就是让所有的人都表达自己的政治意愿，免得选出多数人不喜欢的政党和首脑。2000年的阿扁和布什都是这样的人物。
坏处则是许多根本不了解政治的人胡乱投票。受教育较少的人投票率低，固然是一件坏事：本来就社会地位低下，却还不善于使用政治权利保护自己。另一方面，低投票率却也有它的正面意义：受教育低的人做出符合自己利益的投票决策的可能性较小，很容易被希特勒那样的鼓动家煽动，形成盲目无知的“人民暴政”。因此给定他们的教育水平，也许不投票才是最好的选择。
耐人寻味的是，我和我的几个美国朋友谈起澳洲的这个制度，尽管这个制度明显有利于民主党，但我的左翼朋友们倒是从人权的角度出发，反对在美国实施这个制度；而一位共和党朋友却十分欣赏这套做法，认为真正体现了民主的精髓。我想，这可能他们都是理念式人物，遇事不从政党利益考虑的缘故吧。
