for various reasons.
In Japan, one needs to master about 800 Chinese words to graduate from high school and to 1600 graduate from college. Some Japanese may not like this. I believe the Department of education in Japan raised the requirement to 1800 words recently to increase the expressive capability of Japanese college graduates. In addition, being foreign in nature, chinese words can be confusing to less sophisticated Japanese. So, there are effort to reinvent or to recreate Japanese.
If the the article was written to emphasize the difficulty of reforming the Japanese langauge, then it may make some sense. The implication would then be different from what some netter wants to convey.
