Either a "country" or a "culture" is allowed a booth. Apparently Tibet is a (even though the only one) culture, and thus showed be allowed as such. I don't see what the hell you are so agitated about. Pissed off by Emory ISSP? No one forces you to participate. My advice: don't project a bad guy's image on behalf of all Chinese.
After all, ISSP doesn't have to play by the CPC party line, does it?
Better worry about your mid-term, and your green card a couple years down the road.
