People were assuming that those guns were not loaded with real bullets, or even if they were loaded, they wouldn't be directed to the citizens. At least this was how advocated by CCP for years -- people's army wouldn't be against their won people.

Very few unarmed people dare to face a loaded gun which is ready to fire at any time ...
