I don't know if there is a "裁判的标准行为".

What I know is different sports or games have different standards/rules and the same sport may also have different standards/rules depending the level of the game played. So the requirements for "裁判的行为" may well depend on it.

In any events, the adequate knowledge to the game and the fairness to the players should be the basic requirements for a 裁判.
