pardon clause was proposed by A Hamilton, if I am not wrong; it's a copy of british monachy pardon. US president can only pardon federal level offenses I think. The assumption is that court may be wrong. A pardoned person doesn't have criminal records on the charge.
G. Ford gave full pardon to Nixon when he took officce; senator judicial committee forced him to testify under oarth before congress; Ford is the only president to testify under oarth so far. the pardon made him a contravisial president, and most likely, cost his re-election.
I think the Libby pardon, if there would be any, would be in 2008 when bush leaves office. I don't think Libby will serve any jail time; I don't think the case would go any further either.
