The Chinese elite students are very good at taking tests. For example, it is not rare for them to get near perfect scores in TOEFL (I doubt even many American students can do that). Neither does it mean their English is good. I met a few of those in the graduate school. They couldn’t really lecture, so they graded homework sets during their first year.
As for the average Chinese students, according to a recent survey, China has one of the lowest literacy rates in the world. Maybe they can do pre-calculus without being able to read, but somehow I doubt it.
You don’t compare the elite students who manage to jump all the hoops and come to American graduate schools with the average American students. If you want to see the quality of the elite American students, you need to go to Harvard and Princeton.
