Once again, this is meaningless. What do you think the job of the court is? It is to interpret the laws, including the constitution, when the meaning of the laws is in dispute. It is, therefore, meaningless for the legislature/national assembly to ask (委托 or otherwise) the court to do the very thing it is designed to do in the first place. If the court doesn’t interpret the laws, then who does?
By the way, this goes to the very heart of constitutional governments, be it the parliamentary systems or the American presidential system. You always need an independent judiciary. Claiming special exception of the Chinese system is a red herring.
