公民跟税务局平等。只要你敢打官司，只有法院可以裁决。一般人只不过
是不敢打而已。
Pelowski, a teacher, at a small college in Ohio, received a $10000 grant
from the college. He did not pay tax on it and challenged IRS in court.
...
The court ruled that the $10,000 is a tex-exempt scholarship grant.
